Although 2014 is a year Rooney will not look back on with fondness due to England's dismal World Cup campaign, the striker was named captain and edged closer to Sir Bobby Charlton's all-time goalscoring record.
Rooney top scored for Roy Hodgson's side with eight goals - including a maiden World Cup strike against Uruguay - and won his 100th cap.
"The fact that this award is chosen by the fans makes it even more special, so I would like to thank all those who voted," Rooney said.
"I would also like to thank all the England fans for their support throughout what was a mixed year.
"They have stuck by us since the World Cup, we have managed to win every game since and are in the best possible position for European qualification."
