Closing in: Fernando looks set to finally move to the Etihad this summer
Manchester City are completing Fernando's £15million capture from Porto.
Fernando is City's top midfield target and the club's transfer brokers - chief executive Ferran Soriano and director of football Txiki Begiristain - are tying up the deal.
Soriano and Begiristain are free to focus on Fernando after sealing David Villa's move to the Blues' American franchise, New York City FC, over the weekend.
They were always confident of landing the Brazilian, who now has Portuguese citizenship, even though he signed a contract extension until 2017 in February.
Fernando, 26, is not part of Portugal's World Cup squad because FIFA refused him clearance to switch national allegiance and is free to travel to Manchester for his medical.
City also want Fernando's clubmate Eliaquim Mangala, but the coveted French centre-half wants to decide his future after the World Cup.
Mangala is City's top defensive target, but they have identified Roma's Mehdi Benatia as an alternative if the Frenchman turns them down.
Bacary Sagna is also joining the Premier League champions on a free transfer from Arsenal.
Sagna's switch to the Etihad, where he will ease some of the burden on Pablo Zabaleta, is agreed in principle and City are just waiting for the all-clear to announce it.
City are not planning major surgery to their squad this season and their fourth positional signing will be a new understudy for Joe Hart.
